Ordinarily Chief Callie Morgan would have more than a passing interest in the kidnapping of a young girl from the same Charleston college attended by her son. But with a hurricane bearing down on Edisto Island, she has more than enough on her plate getting everyone she can off the beach-including moronic tourists or "tourons" desperate to get themselves killed for the thrill of riding out a hurricane.
